Authorised representative for LUCID in Germany

What LUCID is and who it affects

LUCID is the packaging register maintained by the Central Agency Packaging Register (ZSVR). Every business that places filled packaging on the German market for the first time must register. This also applies to online retailers based abroad that send parcels to customers in Germany, for example through their own shop, Amazon or eBay. Failure to register may result in fines and the removal of listings from sales platforms.

Who needs an authorised representative for LUCID

An authorised representative is typically needed by online shops shipping to Germany, manufacturers and importers selling directly to end customers in Germany, and marketplace sellers. None of these businesses has an establishment in Germany, but they must fulfil German packaging obligations regularly and on time.

What an authorised representative does in LUCID

Since 12 August 2026, businesses without an establishment in Germany that supply packaged goods directly to final recipients in Germany have been required to appoint an authorised representative. Until 11 August 2026, this was voluntary. The authorised representative assumes extended producer responsibility obligations in Germany. Registration in LUCID itself remains a strictly personal obligation of the business and cannot be delegated. You specify your authorised representative during initial registration. If you are already registered, LUCID will notify you of the missing authorisation after you sign in, and you can add the information. Each business appoints one authorised representative under a written power of attorney in German.

Deadlines in 2026

Manufacturers that are already registered can update their LUCID entry by 12 November 2026. Those required to register for the first time under the new rules had to register by 12 September 2026. Check the current deadlines with the ZSVR, as transitional provisions may change.

How working with PPWR Partner works

  1. You order the service and provide your company details in the order form.
  2. You receive the contract and clear instructions for LUCID registration.
  3. You register your business in LUCID and appoint us as your authorised representative.
  4. You receive deadline reminders, and we correspond with you in German.

What an authorised representative does not replace

Appointing an authorised representative does not release you from providing accurate information about the type and quantity of your packaging, as you know these best. It also does not replace participation in a dual system, which is a separate service. PPWR Partner is not a dual system operator. You can order system participation from our partner using the same order form.

Price

Representation costs €99 for 12 months. The contract renews automatically for successive 12-month periods and can be cancelled with one month’s notice before the end of the term. We invoice B2B services under the reverse-charge procedure.
